Import permit from MOCCAE
The Ministry of Climate Change and Environment (MOCCAE) is where the process for relocating your pet to Dubai begins. You'll need to apply for an import or export permit through their website, using a specific form depending on your pet's species. Each permit is valid for only 30 days once issued.

Permit and certificate timelines
Once you've applied through MOCCAE, import or export permits typically take 3 to 14 business days to process, so it's worth applying early. The official veterinary health certificate must be issued within 10 days of your pet's flight. We handle the timing of both for you, so nothing's applied for too early or too late.

A health certificate from a certified, MOCCAE-approved vet is a core requirement for pet relocation. It confirms your pet is fit for travel and meets the required health standards, and it's issued only after the necessary checks and vaccinations are complete.
Pet passport
A pet passport is another crucial document for pet relocation in Dubai. It contains all relevant information about your pet, including their vaccination records. Cats and dogs must be fully vaccinated before relocating to Dubai. This is to make sure your pet and its new community stay protected.

Relocating a pet isn't a last-minute task. We recommend starting the process at least 4 to 6 months in advance, especially if a rabies titer test or crate training is involved. Some documents, like the import permit and health certificate, can only be obtained days before travel, but the groundwork needs far more lead time.
You'll also need an IATA-accredited pet carrier for the journey itself.
If you're relocating a pet out of Dubai, expect similar requirements in reverse: import permits, a pet passport, vet checkups, and whatever the destination country asks for on arrival.
Preparing for cargo travel
All pets flying into the UAE, whether to Dubai, Abu Dhabi, or Sharjah, arrive as manifest cargo, not as carry-on or checked baggage. That means booking your pet on a dedicated cargo airway bill, in an IATA-compliant crate that meets strict ventilation, size, and safety standards.

The cargo hold is extremely comfortable for pets. It is air-conditioned and designed to keep pets relaxed throughout the flight. The area also has adequate space for lots of different pets. However, you must register your pet at least 72 hours before your flight to ensure a smooth registration process.
